The project involves a critical analysis of existing legislation and policies to identify gaps and limitations in the current listing, regulatory, and management frameworks for conservation. Formulating recommendations, including a review of precinct boundaries and listings conducted by the MMR-HCS, is part of the process. In collaboration with local communities, a comprehensive documentation of the precinct includes detailed mapping of physical features such as architectural and urban typologies—covering landmarks, public buildings, shrines, markets, and public spaces. It also involves mapping socio-cultural practices, activities, livelihoods, rituals, and processes of transformation, continuity, and change. An analysis and assessment of existing conditions are conducted to identify problems and threats to the heritage precinct of Vasai Fort, an archaeological site, and its adjacencies, which include an existing fishing village. This analysis spans economic, cultural, regulatory, institutional, and environmental aspects. The findings guide the formulation of conservation strategies and proposals, ranging from broad urban and regional policy-level recommendations to the drafting of precinct guidelines and Development Control Rules (DCRs). Additionally, a management plan for the precinct is prepared based on insights derived from the analysis and assessment.
